They were stole Hentai Magazine from the teacher's room but Hiiragi have all of them. When their friend were excited to see it, but Hiiragi become a criminal while Tachibana and Akamatsu has happily life. This make Hiiragi hate his life even more, he promise he will make those people suffer. When Ark notice Hiiragi, he chosen Hiiragi to become Kamen Rider Thouser and Zaia, which make him confuse why is Thouser and Zaia instead of Eden? Ark say Hiiragi is fit for Thouser since Gai is a former evil. Then Hiiragi send to another planet, he make his own company called Neo Zaia Enterprise, and rule the city. He is manipulate some people that they have new power like Raiders. He will fight Kamen Rider Zero-One in their battle soon.
